Outcome Based Commissioning

Atlantic have become the national leaders in convening national dialogue on the topic of “Outcome Based Commissioning”. The purpose has been to transform care services from a ‘time and task’ model to a more efficient ‘disrupting dependency’ model that delivers independence for those requiring care and support at home. Atlantic are at the forefront of understanding the processes associated with a radical change in the structure and delivery of home care services. In this area, Atlantic leads a special interest group comprised of over 20 local authorities and several associated CCGs. We have led the Royal Borough of Windsor and Maidenhead on a three-year journey to reach the point where Outcome Based adult social service provision is becoming a reality. 1

Atlantic has specific experience in conducting ‘Efficiency Reviews’ for clients seeking to adapt to tighter fiscal budgets or seeking cashable savings through identifying operational inefficiencies. Between 2005 and 2008, Atlantic Customer Solutions conducted four separate Zero Based Budgeting exercises for Croydon Council. This resulted in cashable savings of over £20m per year and set a standard for developing long run efficiencies.

Adult Social Care Efficiency

Atlantic have a broad and deep understanding of the processes required to reallocate resources in the pursuit of maximizing productive efficiencies, with particular experience in local government. The Atlantic team have overseen the implementation of efficiency identification programmes for the London Borough of Merton within its Adult Social Care Division, where £12 million was identified and accepted by the Cabinet; and facilitated a similar efficiency identification programme for the Royal Borough Windsor and Maidenhead that resulted in tabling savings over a 3 year period sufficient to meet their predicted budget shortfall.

Leadership Development and Business Problem Solving

Atlantic has conducted over 100 events for Shell, internationally. These have included designing and delivering leadership courses for Shell Exploration and Commercial department, a series of GameChanger workshops, and a set of workshops bringing technical specialists and scientists together.

PDT (Personal Data & Trust)

Atlantic currently acts as sector lead and curator on behalf of the Health and Social care workstream for the Digital Catapult’s Personal Data & Trust Network (PDTN). This includes collaborating within a multi-disciplinary network of organisations to identify and address challenges surrounding data sharing, with Atlantic’s focus on propagating the use of technology and data sharing to overcome organisational boundaries in British Health and Social Care. Atlantic are working alongside the Digital Catapult to investigate the possibilities of achieving more integrated and efficient health and social care services in the UK through the emergence of a digitised Health and Social Care system.
